The military Governor of North Kivu Province in DRC, Gen. Constant Ndima has written an arrogantly worded letter to DRC Government officials – who include the intelligence services, the Directorate of Migration, and others – asking them to restart operations at Bunagana. This is in violation of regional efforts to facilitate peace.
Ndima’s arrogant letter follows weeks of chest thumping by other Kinshasa regime military officials who have been speaking of attacking the M23, which has actually materialized through several violations of the ceasefire by the FARDC, FDLR and other allied militias.
What is confusing everybody is the fact that while the Kinshasa regime seeks to defy the recommendations of the Luanda agreement (like they have done to all previous agreements), they are planning to ask the EACRF for protection, forgetting they are in eastern Congo to prevent such gross violations!
The stakeholders should bear in mind that if the Kinshasa regime goes right ahead and implements this violation, it should be registered not only as an act of provocation but also as a violation of the Luanda agreement.
It is the recommendation of regional and international stakeholders for a peace process to take effect, utilizing political and diplomatic tools. However, despite having failed miserably on the military front, the Kinshasa regime has fixated on finding a military solution, which threatens to ignite the entire region.
By coveting Bunagana which they were humiliated out of a year ago, the Kinshasa regime intends to fire a long shot in the wood; they are aware that they have been getting on the nerves of everyone, but that exactly is Tshisekedi’s motive.
