Despite the ongoing Luanda and Nairobi peace process, the Kinshasa regime has continued to behave in defiance of the Luanda and Nairobi peace agreements.
The Kinshasa regime has started deploying Units of the Congolese army FARDC, together with FDLR terrorists, in areas that were handed over to the EACRF by the M23 (in compliance with the Luanda ceasefire and withdrawal agreement).
The redeployment of FARDC and it’s FDLR allies is, without doubt, a blatant violation of the Luanda agreement, which stipulated that the EACRF should act as a buffer zone between the FARDC/FDLR and the M23 to allow negotiations between the warring side to achieve peace in eastern DRC.
The deployments by the Kinshasa regime only mean one thing; that the Kinshasa regime no longer recognises the Luanda and Nairobi peace roadmap.
In other words, the Kinshasa regime wants to reignite hostility and is contemptuous of the mediation efforts by regional leaders.
The Kinshasa regime has issued an ultimatum for the ‘withdrawal of the M23, even though the rebel group withdrew months ago and handed over the areas they occupied to the EACRF. This is evidence that Tshisekedi is spoiling for a fight and that nothing will stop him from commencing attacks against the M23 any time soon.
Apparently, Tshisekedi doesn’t care that another war will only worsen the suffering of Congolese in eastern DRC. Clearly, Tshisekedi intends to make sure the upcoming elections are disrupted.
