While interacting with members of the press as he played host to the visiting Swiss President in Kinshasa on Thursday, Tshisekedi dropped quite a bombshell. To the shock of the region and the international community, the erratic Congolese ruler stated, and emphasized that his government would not agree to a political negotiation with the M23 Movement. Instead, the ruler said that the M23 fighters would be sent to the cantonment in Kitchanga, disarmed before being airlifted to Kindu, where they would, according to him, returned to civilian life by a contingent of the Angolan army. Tshisekedi’s unilateral pronouncements not only contradict what he stated when he was begging the region to intervene to bring peace to the east of the DRC but also goes against the subsequent Luanda and Nairobi agreements, some of which he attended and appended his signature to the many communique that was after the summits by regional leaders. Tshisekedi’s statement is ominous for the region because if he maintains his dangerous attitude this could potentially throw the entire region into decades of political and economic turmoil as well as destabilization. Tshisekedi’s attitude contradicts his commitment previously, where he vowed that if the M23 Movement agreed to pull back their troops from the extensive territories they had captured from the coalition of the FARDC, armed groups, and mercenaries, he would agree to sit with the M23 Movement leaders so that the two sides could work out a plan for the cessation of conflict and end to the persecution of the Congolese Rwandophone. The regional leaders agreed to intervene and send their troops, in full trust that Tshisekedi would honor his word and give a chance for lasting peace in eastern DRC and the region at large
