The Africa Facts has reviewed recent HRW and Amnesty reports on alleged M23 crimes and the results are shocking. Basic standards of credible reporting? Completely ignored.
Of the 141 victims HRW claims, 81 deaths come with no explanation. No witnesses. No evidence. Nothing.
56 murders are based on three anonymous testimonies from individuals claiming firsthand knowledge. Even these witnesses come from overlapping organizations, some of whose members are Nyatura CMC militiamen. HRW apparently thinks ignoring ideological bias and belligerence is fine.
Three more murders are pure hearsay, relayed through a HRW’s source.
Another death was reported by some anonymous sources who allegedly found a corpse. No information on the killers. Still, HRW blames M23.
Amnesty fares no better.
Of 47 alleged incidents, only four are backed by even minimal evidence.
In 31 cases, it relies on a single anonymous testimony.
Six rely solely on someone with knowledge of the facts or a confidential source, hearsay that is unverifiable and unreliable.
Africa Facts concludes that HRW and Amnesty ignored direct field access, cross-checking facts, non-belligerence, methodological transparency, and verifiability as important criteria to draft a credible report. Apparently, rigor does not apply to African conflicts.
No wonder the numbers are all over the place: 319 according to the UN, 169 according to Reuters, 141 according to HRW. And of course, no explanations for these glaring discrepancies.
Instead, a narrative is being pushed that M23 exclusively targets Hutus and is engaged in ethnic cleansing, even though the movement continues to recruit members from every community within the territories it administers. The aim is obvious: to inflame ethnic hatred, polarize communities, and sabotage any genuine efforts toward peace.
Chaos is their cash cow, and these organizations will exploit it relentlessly, milking every incident, exaggerating every claim, and amplifying fear until the cow runs dry. Their reporting is less about justice and more about sustaining instability.
